What is the 5 Hour Pre-Licensing Course?
The Pre-Licensing Course, or better known as “the 5-hour class,” is designed specifically by the New York Department of Motor Vehicles to teach future drivers how to safely drive on the road. It is a mandatory course for New York State Permit Holders ages 16 and up. You are not able to schedule or take your road test if you have not completed the 5 Hour Pre-Licensing Course and received a Completion Certificate. The only exemption to this requirement is if you have completed Drivers Education and have an MV-285.

To attend this course you will need to pre-register and complete the following: During pre-registration you will be asked to submit a copy or clear photo of your learner’s permit. Student’s must have a computer, a laptop, or cell phone with a camera, a speaker, and a working microphone. Student must be present at all times during the class on the Camera. Please make sure you are logged in 5-10 minutes before the class. Select a date and time that works best for you. Upon course completion, the instructor-signed certificate will be mailed to the address on the client’s permit. Once received, student must sign it before scheduling a DMV road test appointment.
Instructors have the right to remove students from continuing the class if they distract the class and are offensive to the instructor or to other students. We will not tolerate disruptive behaviors, offensive language, and racial slurs. You will not be issued Form MV-278 and your deposit or payment will be refunded.
